That Mihawk ~ Shanks is clear. The question is whether Mihawk holding the title puts him clean above Shanks.

The point is it wouldn’t be 100% surprising if oda made shanks an exception as to what it means to be a swordsman. Whether you think it’s good or bad writing doesn’t matter but acting like it’s impossible is delusional whether or not it becomes the case

Roger was the WSS of his time.
And he got his head cut by what? A sword.
So that marine became the new WSS, and since it's a nobody, his title cannot be stolen since nobody knows him.
