No. They have a rivalry. They're portrayed to be nigh equals in strength because of their past fights, nowhere was it ever stated that they fought for the title of WSS.
That Mihawk ~ Shanks is clear. The question is whether Mihawk holding the title puts him clean above Shanks.

these jobbers's only argument is Oda likes Shanks more in comparison with Mihawk , but u jobbers forget that Oda likes Zoro more than That mofo that's why Zoro is / was getting feats that only that mofo dreamed of getting them recently like paralyzing a Logia which Zoro did it back then in PH when he was a YC , Overpowered a Yonko in 1 v 1 clash and scarred him with 30 broken bones ; Mf like shanks never did , Shanks's only hype is his CoC which funnily enough Zoro got and in a Hakified Mode at that KoH Mode with adv CoC and overflowing Haki .
