Yoru wasn't a kokuto when it was made by it's swordsmith it wasn't the strongest blade it was no different than the other supreme grade meito. The fact Mihawk calls it strongest proves he forged it into the strongest blade in the verse with his haki we have gotten all the clues in the manga already.

Yoru was top 12 at creation. Literally by craft it is among the 12 strongest weapons inthe world. So no, mihawk might have merely put it above the others, but it was already above 99% of the swords inthe world.

Swords can be made into black blades, meito has nothing to do with being black blades, as Blackbull sword proves.
