I think mafia might be Kira and Misa and their shinigami so 4 mafia. I don't think Higuchi is mafia since 5 might be too much for 18 players since in Tokyo Ghoul there were 4 mafia and players number were 20 so Higuchi might be independent (maybe SK judging from the wiki).
