That would be the case if the Marines actually knew how strong the Samurai from Wano are. Akainu didn't oppose sending troops there because he thought they were too strong. He opposed it because he said the strength of the samurai are an "unknown factor". Meaning they don't know anything about the Country. This implies anything pertaining to what Ryuma achieved against Pirates and Marines of his time is lost knowledge.

Akainu doesn't "fear the Samurai". He's just not stupid and he's not going to send Kizaru to face down two Yonko's, and an unknown military force. You can't prep for something you know nothing about, and facing one Yonko alone takes massive preparation. Let alone two yonkos, and an unknown military force.
Problem is his apprehension is based on Ryuma's legacy not necessarily not knowing what is there which is further supported by Brooks statement. The entire hype of the swordsmen comes from Ryuma.

So my point doesn't hinge on the current status of the samurai. Simply not knowing what is there is not enough bases for Akainu being apprehensive. It is the fact that he doesn't know if the current samurai still live up to the Ryuma hype. The fact that he knows there are samurai there is enough to show that he has heard of the legends

Why can't they just both be GOATS? Why we gotta compare them, They lived in way to different Era's/times, It's like as if in ones Era the guys are actually just really weak and One Goat like EL Lucci strong and calling that The best the worlds ever seen. I.E. Maybe in Ryuma's time the strongest guys would barely pass for CP0 agents.

Imu is not the king of New World
and New World is 100 times stronger than rest of the world ... (now that Marine Ford is on New world this claim is canon)
and King of New World is not under the King of World

so Being King of World don't really make you above King of Pirates

Luffy is a walking and talking soon to be proof for this ....

Imu can be above Roger for any other reason but this

Imu is THE king of the world. The New world is part of the globe in which the WG is operating. They were already working in the New world long before Roger even became a pirate.

Imu's title, in canon, stands above the Pirate King, that's undeniable. It's a no brainer. Roger is only the King of the pirates while Imu's ruling over anyone. Pirate, Marine, Revolutionary, tenryuubito, Imu stands above all.

Luffy will realise this himself that he will never be truly the freest man on the seas as long as Imu sits on his throne, so, the PK title gets superseded by Imu's title.

No. Imu is above Roger exactly because of this, it already gives it away.

Yes, Wano gained it's notoriety based on the exploits of Ryuma, but that doesn't mean future generations didn't further attribute to that. Oden is much more recent and fresher in the minds of the World, especially considering he rode on both Whitebeard and Roger's ships. If Akainu was to go solely off of what he has heard about the Samurai, or even witnessed first hand, it would more than likely be because of Oden, not stories he heard about Ryuma. He would have been an up and coming marine in his mid twenties during Oden's time. That's far more likely where his weariness of the samurai come from. Especially when you add to the fact that legends tend to get overblown as time goes on. Oden is more tangible a source for the Marines in this current day and age over something they heard of a man who achieved hundreds of years ago. Hell, for all we know, Ryuma is from the void century, which would make it even less likely that anyone outside of Wano knows of his exploits.

Could Ryuma be stronger than Roger and Newgate? Possibly. After all, Ryuma was the protagonist of a totally different story. However, he has now been incorporated into the world and story of One Piece. And in this story and world, pirates, and to a lesser extent marines, take precedence.

Oda has placed more importance and reverence towards Roger and Newgate, and not just for their notoriety, but their strength as well. This isn't factual proof they are stronger than Ryuma, but the reverse can be applied that there is no factual evidence Ryuma was above them.

If I'm going to give my honest thoughts, I still feel Roger and Newgate are stronger. They are simply more important figures within the story, and they are benchmarks for the protagonist of the story to overcome.

Protecting Wano isn't really a big task. We can already see how many fucks Marines give to enter Wano.
And as for Protecting a country of gold from pirates in not really something to brag about as we have seen only stupid and weak pirates target gold. No other big guns try find treasures in One piece because they are not interested.
So we are basically comparing someone who has like 3-4 feats and no one around gives a fuck about him to Pirates who basically changed the way of world and were main target of Marines and WG.
Even if Ryuma was strongest at some point of time that doesn't make him stronger than Roger's generation or current generation. This is basically a fact that could mean people weren't really strong at that time. And we have seen how well connected people of Wano are so on what basis are they claiming that Ryuma is strongest in the world. Was it at any point of time acknowledged by WG or Marines? No.

You don't need to be strong to enter at Wa No.
Cariboo is a complete fodder and achieve to enter in Wa no. Also several fodders pirates where in Udon.
I don't even remember if he manage to get another ship after FMI.
As we are talking about Cariboo he's the kind of pirates which is motivated by gold.
So we can say characters who are looking for gold are trash. Bellamy too loves gold and he is trash. (He stole gold in Jaya).
Those are the kind of pirates who goes for gold.
Conclusion only trash pirates goes for gold.

Now let's talk about World Noble and Marines.
World Nobles can only call Cipher Pol for their business.
Only times Admirals come for World Nobles is when they are hit by someone.
We never seen a VA coming for a World Noble.
So strong marines don't come for World Nobles business.
Only fodders Marines and Cipher Pol come for them.

Final Conclusion : Only fodders and a few characters who aren't stronger than high tiers can come at Wa No.

No Top tiers, Not even sure that high could too.
No one close to Roger.

Oda never said Monsters is canon but Ryuma is canon. That makes an huge difference.
Hence talking about monsters event to talk about Ryuma and hyping him is useless.
Ryuma's title aren't canon except for Sword God which was stated in the Manga.

Hence Roger's by his hype completely destroys him.
Everyone knows Roger, no one except from Wa No citizens knows Ryuma.
