That requires extremely high temperatures to form plasma, so that enough freed electrons and ions can form by heating a flame enough. Not by chance lightning strikes can form literal plasma via jolts of electricity but are not the same thing, but I don't feel like Sanji reached that level, he probably just passed through blue flames. In general Oda always depicted fire like that despite in real life it would look like lightning. 🤔

Also: Regardless lightning is not that powerful in the OP verse, Oda just doesn't care.
