Generating fire most likely was not connected to Germa since Queen who has all Germa technology didn't know how Sanji produced fire. But Germa genes made it possible for Sanji to create flame stronger than Diable Jambe.

Enma is the reason Zoro unlocked ACoC and is capable of using it right now. He would’ve unlocked it eventually anyway but it sped up the process

The same can be said for Sanji and IJ. Sanji would’ve unlocked IJ eventually as he improved his armament and physical strength

Enma and the Exoskeleton sped up the inevitable

Thats the reason of power-ups existing. You need them in a situation where you need to act fast cuz your life is on the line

Zoro and Sanji didn't have time to train in the middle of the battle to get that much strong, their power ups makes complete sense, and Oda found a way to connect these power ups to their characters itself, and provide development for them.
