Funny thing is that when kata dodge luffys snakeman , people become insane about Kata . Sanji dodged queen lazer moreover queen used his lazer from four different body point . people just ignored that . Why do they hate sanji ? Answer simple . How come a cook can be strong or close zoro :)

Lol you realise you hav to use your haki not all the time they use there haki that's why they get caught in moves like luffy when got hit by apoo or when kata first got hit by snake man sometimes they do get caught but that doesn't tae away from them having good haki etc

Problem is Haki is poorly fleshed out in general, particularly Color or Observation so it's hard to accurately measure just how good Sanji's observation Haki is in comparison to the likes of the Luffy & Katakuri. All we know is that Sanji's CoO is pretty damn good & that he's able to counter even someone like Katakuri who has FS. The way he dodged Katakuri's jelly bean is also eerily similar to the way Luffy dodged Flampe's silent needle (was it? forget what the name is) i.e. the ability to use CoO subconsciously. That said however, FS was put on a pedestal by Rayleigh & Katakuri's CoO has received the most hype in the verse solely bcoz he's able to use FS so Luffy acquiring it makes his CoO better than Sanji's on paper. I think you can defo make a strong argument for Sanji's Color of Observation being better than Luffy's coming fresh out the timeskip but Luffy's CoO has increased by leaps and bounds since then. When we get more in depth focus on Sanji's CoO we'd be be able to make a stronger argument for Sanji's CoO being better than Luffy's.

At the moment, when it comes to sensing "women" specifically though, Sanji's Color of Observation is better than Luffy's.

Luffy still has Future Sight which trumps anything Sanji has for sensing attacks from opponents since it looks into the future but Sanji can have better range for what he can sense. That's how I interpreted Luffy saying he has a lot to learn about Observation haki. This doesn't really prove Sanji has better Observation haki than Luffy since the area you can sense isn't all there is to Observation haki but it's still important and Sanji has other feats.
