Cook peaks at 1.8 with a maybe maximum potential of 1.9B. For a mere cook, a bounty of 1.8B is simply unheard of and totally amazing. Cook fans should be ecstatic. But I'm a afraid that's where his bounty story ends.
people talking about 3B is insane. Those people must be operating on emotions and not what is realistic.

All I want is good action and adventure packed arc to wash off the bad taste that Wano arc left behind.
Oda likes to go back and forth with Zoro and Sanji. There is also the All Blue that he want to find. So, it is too early to speculate Sanji's or any other character's bounty.
More importantly, instead of comparing it with Roger's crew, you can compare it to his own crew. It can give you a better idea. Whatever his bounty will be, it would be close to Zoro. As it always has been.

The real question is why did he need to hide his identity ? Even if people snitched him in WG what would that change ? Will they send all their troops to catch him when Aramaki didnt give two fucks about his race? Or King didnt want to risk the BP engaged in a battle if they indeed send an army to catch him. Just doesnt make sense for this mask beside "fake tension" reasons.
