It is recommended yes, unless you don't care which faction you RNG then you can just say - can be any faction -

What Dynamight said, you have the right to choose a faction, though we cannot guarantee 100% you will always get the faction you want. It of course depends on how many wants to play each faction!

When is the deadline for role submission, etc?

I haven't actually discussed that with my sidekick, but for now I'll just say the sooner the better, but perhaps @novaselinenever could give you a more satisfactory answer
