Not sure about the Morse code. Maybe it's a way to avoid real content and fly under the radar, idk I'd that fits with usopp meta tho
If his goal is to fly under the radar, using a posting gimmick that is bound to make his posts obnoxious to read is a pretty poor way to go about it, if you ask me. That being said, having translated all of his posts up to this point, none of them have much if any substance to them at all.

So anyone wanna know my full claim or not?
I'd rather we not claim straight away until more people have had their say. I am certainly in favour of it, and I assume several others are too, but if we start claiming because 2 or 3 people ask for it then it will quickly get out of hand. We should, after all, restrict claiming where we can so as to avoid leaking information unduly.

I'm not concerned about a Survivor, I'm concerned about overloading the information we have on the table. It ends up being too much to sift through, and also opens to doors to players that aren't survivors thinking that, because a handful of people are proposing we seek their claim, they must claim immediately by way of defending themselves.

Why would he visit that place even though the item's potency he may receive is undeciphered and vastly uncertain. I would not have risked that personally.

I was told if I'll get the item or not, idk if I'm affected by it.
I checked with Al earlier and he just got back to me about the effects I'm under. Check with him too for yours.

post restriction for one phase doesn't seem so bad compare to the others in terms of negative effects. China Basin seems the best one to get but I imagine the items are not as great.

If he truly visited that place he probably thought that was the best course of action also based off his rolesheet.

In my case I know it most likely would not have been.

What part are you not following? I don't want you to claim unduly, because it sets a poor precedent, and claims should be handled in a structured manner. My belief on the legitimacy of your survivor claim has absolutely no bearing on my belief regarding how claims should be handled. It doesn't just go out of the window because I expect the player to be lying. If that were the case, then claims wouldn't have any structure at all, because from every single individual's perspective, once they suspect someone they wouldn't need to adhere to any sort of claiming structure, which in turn defeats the purpose of having a structure in the first place. It's one thing for me to believe that you're not actually a Survivor, but I'm not a one-man Town.

Though I think just visiting the place doesn't mean you'll get the item. Since I was told by host I would find out at the end of the phase if I get the item or not, perhaps people who visit the same place have to essentially fight for it in terms of rng.
