Though I think just visiting the place doesn't mean you'll get the item. Since I was told by host I would find out at the end of the phase if I get the item or not, perhaps people who visit the same place have to essentially fight for it in terms of rng.

Yes there was no guarantee to find the item once visiting a location being enlarged. My own headcanon suggests that the least visitors the most chances to acquire the items.

To get the Joker Serum, obviously. Not that that makes it much better, out of all the options in that list, Joker Serum sounds the most Anti-Town by far.

Yeah. The only logical explanation is he thought he would get a 1-shot PR ability from visiting the place. Else why tf would anyone go there?

I think the joker x ray glass might be beneficial the most to town. Though I'm not sure what Joker Serum would be.

Closer to Bane than Hulk, I believe, but yes. Hard to see why a Townie would pick that first out of all of the options on the table.
