How the hell does Garp beat Sengoku? When he's not above Sengoku in any stat except maybe CoA.

No FA has ever been weaker than the admirals unless when they grow old or retire.

They play two very different character types. Garp is the maverick- hence the D initial. He tells his superiors to fuck off. He doesn’t give a shit about Celestial Dragons. The only reason the World Gov tolerated having him around is his strength. All this ‘government propaganda’ stuff is horseshit. If the WG was going to lie to the world about how amazing a Marine was, they would not pick Garp. They’d pick the good boy Sengoku who plays by the rules. We’ve seen a bit of God’s Valley, and it was Garp, covered in blood, while the other Marines are cheering him in the background. They’re the ones who will have caused Garp to be called a hero, even if they were told not to mention Rogers role.

Sengoku is weaker than Garp- not much, but weaker- but that’s fine, because his role in the series is primarily as a tactician. In police dramas, he’s the old captain stuck behind a desk who you know was a badass but doesn’t really show it. Garp’s the one getting suspended every second episode.

Sengoku being a Fleet Admiral should be enough to tell most people where his strength lies. In terms of where he stands in comparison to Garp, I'd say it would be slightly below, but not by much. Garp is painted in such a way, that in terms of Strength, he at one point stood on top of the Marine World. This is a man who made it to where he is based on his own aptitude for fighting. He doesn't have a Devil Fruit, nor does he wield any kind of weapon. For someone like that to be ranked among the best in the World, speaks volumes for his individual strength, and the caliber of fighter that he is.

He has the Xebec event under his belt which is likely the greatest battle mentioned in the manga so far, event which granted him thevtitle of hero of the marines. Thanks to his achievements he can do whatever he likes in the navy from refusing promotions every time he is given one to be kept despite this in place, to treat the FA admiral like the pal he indeed is, go up on the execution stage with Sengoku and Ace etc.

I think Admiral would be as far as the World Government would let Garp go, and Sengoku would have been the Fleet Admiral regardless for for a few reasons. First, Garp is too much of a firecracker to be put in charge of all the Marines. He'd still need someone always there to keep him in check, and with Kong in more of a World Government position rather than a frontline Marine position, that responsibility would fall on the Fleet Admiral. Second, Garp doesn't hide his disdain for the Celestial Dragons, so they'd never put him in the position where he essentially has full control over the Marines. I can see there being a trust issue on that front. And finally Sengoku seems to be tailor made for the position in terms of intelligence, tactical prowess and discipline. Garp's more of a meathead, and intelligent in his own way, but doesn't really seem fit for the position.

shiki was supposed to be sengoku's case , garp stepped in
roger admitted he had multiple run ins with garp
and plus the massive feat with rocks
garp played a role in taking down more of roger's rivals (shiki , xebec) than roger himself. sengoku having coc doesnt mean or imply he was stronger than garp, I believe they were in the same tier, but garp def peaks out a bit as the strongest marine of his time.

fleet admirals arent necessarily stronger than admirals. akainu is a bit different cause he had to beat an admiral to obtain that position. if members in the govt didnt oppose aokiji's candidacy, he would be fleet admiral despite being mrginally weaker than akainu. and garp was offered that position(admiral), he just rejected it .

Can you understand context? Obviously Chinjao is plenty times weaker than what he was. And Garps always been on the up and up.
