The only exception I'm thinking of is Garling who might have actually become a "demon" powered by Imu, hence not a "man", to fall under Mihawks portrayal/title, and so he'd be stronger than Shanks and Mihawk.
But if it's only Shamrocks blade that's being treated this way, because by the way the cerberus isn't called a fruit, so it could defo be a power like the gorosei have, just imbued in the blade, then Shamrock is still a man and mortal.

Shamrock/shanks-tards better hope Zoro doesn't fight this dude before Mihawk. This would be Oda's way of Zoro surpassing shanks without having to actually fight shanks, fulfilling that statement of Mihawk waiting on someone to surpass
