I don’t think it’s necessary for Zoro and Shanks to clash. I think Oda will focus more on the inevitable Zoro and Mihawk fight.

Wow you don't get the story at all, he gets them by work effort and guts. That is how you deserve a power up.

Sandai-- one of the most epic scenes risking his arm, and still after had to train it to listen to him.
Enma-- in the beginning was more trouble than worth & still Zoro managed to tame it.
Shusui-- one it in battle fair & square.
Btw swordsmen must earn the sword they are wielding same must apply to.
Mihawk Shanks Roger Nasjuro etc...
It's totally different than suddenly your modified genes activate & give you random powers in the middle of the fight.
Same with DF especially Luffys wich Gorosei say is the most ridiculous power in the world. Suddenly it's awakened not because luffy was training it. It's because he died literally "When Luffy was killed by Kaido (yes, he was literally killed) his body got what it needed to awaken. Gear 5’s heartbeat seems to be what activates the form" so that means it could have happened at any point if someone managed to kill luffy.
