1) Hasn't Shanks & his crew left Elbaf already ... weren't they in the process of leaving Elbaf at that time ? So Luffy meeting Shanks won't be happening on Elbaf. And ofcourse Zoro vs Shanks can't happen either on Elbaf presently.
2) Since Kaido at the climax of his battle with Luffy gave the example of PK Gol D Roger & how at the end of the day haki triumphs & matters more .... & then we are introduced to unreal levels of Haki of Gorosei this arc ..... considering all of this , Luffy fighting with only his haki & not his DF vs Shanks (Davy Back fighting amongst their crews) will also serve as much needed practice for Luffy before he goes on
to take on BB (who will nullify Luffy's DF & so let Luffy push his haki beyond his limits by fighting vs Shanks beforehand as a haki levelling up preparation step)
3) So i think Luffy vs Shanks has much more chance of happening than Zoro vs Shanks . Ben Beckman > Marco , King , Katakuri , Shiryu (YC1s) because Shanks' crew has been pointed out to be the strongest amongst all Yonkos & given the fact that everyone else allied with Shanks are very weak as admitted by themselves & so Shanks & his main crew are the ones basically carrying their team.
So presently i think Zoro vs Ben Beckman will be a good enough challenge.
Or
Zoro vs Ben Beckman + Diamond Jozu + Vista (assuming that some of the remenants of the WB's crew join Shanks').
^^ Zoro vs this trio will definitely be a great enough challenge for the present Zoro.
