And that's where you are wrong. The Fruit's awakening, in and of itself is 1000 percent inline with Luffy's character. It actually embodies the essence of Luffy's character, and everything he stands for, and has been built upon until this reveal. There couldn't have been given a more compatible ability to any character, in any fiction, period. Luffy's entire combat style revolves around him using his creativeness to bring out the maximum potential of his Devil Fruit. With this reveal, we find out that, that is the essence of the fruit. That it's only limited by the creativeness of the user.
This perfectly encapsulates why nobody else in the history of the series has been able to awaken this fruit in centuries, because they lacked the creativeness to bring out the full power of this devil fruit. Luffy, and only Luffy was able to accomplish this, because of his ingenuity, and creativeness when fighting with the Devil Fruit.
Anyone else would look at the Gomu Gomu no Mi, and see it as a useless fruit, but not Luffy. He took what was seemingly ordinary fruit, and maximized it to it's fullest potential. And to tie it all up nice and neatly into a bow, the wacky nature that comes about awakening the devil fruit, is exactly how Luffy himself is. This is hands down the best thing Oda could have done with Luffy's awakening, by having everything come full circle, and making the awakening fit Luffy to the letter.
