General & Others Stop coping, Elbaf will be Usopp’s arc

Sanji got tons of focus on WCI. Sanji took second in panel time.
Zoro got tons of focus on Wano. Zoro took third in panel time, just barely losing out to Kaido who took second.
The each had their own subplots within the arcs themselves, that have setup future plot points that will eventually be addressed. One Piece has never been about fully wrapping up all subplots within a single arc. They are ever growing stories that add to the overall story.
Germa 66 and Wano are part of the overall history of the World, and have ties to hundreds of years ago. Oda has confirmed Sanji to be linked to Germa, and Zoro to be linked to Wano. These two entities are far from over within the story.

I dont think Elbaf will be the arc where Usopp's dream is accomplished but it could be tied around him in many ways.
While Nika will have a lot of focus, what a surprise, it doesn't stop Usopp to have a lot of involvement in the same arc.
Take Wano for example, Luffy had nothing going on for him, not a single plot line was tied to him because they were all around Zoro.
Usopp can have similar involvement in Elbaf because Giants are to him what samurai were to Zoro.
Whether those plotlines will be abandoned for Usopp as they were for Zoro, who knows, probably.
His dream is probably achieved elsewhere, if my guess is correct, vs Imu.
