In my opinion: Roger, WB, prime Rayleigh, Garp, Senkoku, Akainu, Kizaru, Mihawks, Shanks, Rocks, BB and Shiriu with a perfect control of debil fruit.

Stronger than Big Mom: Akainu, Mihawk, Shanks, Blackbeard, Sengoku, Shiki, Luffy, Dragon and Kaido and those who are stronger than Kaido.
