True we don't know if Imu sink the world. But if he did that then billions died

So it can't be him alone since he didn't possessed all Ancient Weapons and he wasn't the only one or the leader of the other faction. JoyBoy probably was using Ancient Weapons too and was also responsible for some of that.
 
I think Teach can still be the final villain tbh. He‘s a D. He will undoubtedly contribute to the WG‘s downfall, maybe by activating Pluton and stealing it from Wano. Then afterwards he can fight Luffy for the PK title.

I'm saying that Imu can't be the only one using Ancient Weapons.
