No it doesnt. Wano was open bordered till ryumas death. He wandered the world as a youth gaining a huge rep and in his prime kept wano safe. Then after he died the kozuki clan closed wanos borders.

It doesn't matter much to be honest, the fact is that there's a contradiction to the original series and monsters can no longer be considered canon because of that. It's obvious that Oda is rebooting Ryuma' story imo

There is no contradiction. Ryuma cut a chinese dragon in wano and a western dragon in monsters. Monsters isnt set in wano

It was never specified what type of dragon Ryuma cut, monsters was probably made to portray that event which was rebooted by Gyukimaru speech.
