The 1% Man plot died here as it was made to give Drake the motivation to ally with Luffy, which happens right after this scene.
Even in the manga it was heavily implied to be Drake. In the scene where Hawkins read his fortune, right before Drake got cornered, Drake said "1%? Sucks to be him."

Worse of all, even if there was someone else who has a 1% chance of surviving the raid it'd be completely pointless. A 1% chance on an ally, especially a main Straw Hat, might as well be 100%. Literally, no one in the community would take it seriously if it was the case.

It's so funny because it literally couldn't be more explicit. The anime is straight up saying to our faces "You have a one percent chance to survive until tomorrow X Drake, I was kind enough to tell you when I read your fortune earlier." There's absolutely zero wiggle room to interpret this in any other way.
You don't add a confirmation that hard in the anime unless you know for a fact that it won't be changed in the future. In the impossible scenario where Hawkins was talking about Zoro, the way the anime did it only opens the door for a pain in the ass retcon later where they have to explain how Hawkins was actually talking about Zoro in this scene.
