People don't understand this even though its blatantly obvious, the final war isn't against the admirals. It never has been. In fact, its even been stated that Luffy needs to surpass the admirals to be pirate king.
The final war is against the world government itself. When akainu met the gorosei, they stated that the marines were only the outward face of the world government. This is basically true as above them you still have not only the gorosei themselves but also Imu and Cipher pol 0. Neither the gorosei nor Imu are portrayed as non-fighters. In one piece, Oda has a very obvious way of portraying non fighters in places of high power. Look at orochi for example, or spandam. Does Imu or the gorosei resemble those two in any way whatsoever?
The ultimate conflict in the series is between the D clan and the celestial dragons. How on earth can the admirals be the final villains when they aren't celestial dragons? The gorosei on the other hand are confirmed to be the highest ranking celestial dragons, and the fact that they bow to Imu speaks to how great he must be. He is the literal king of the world, expect him to be the strongest character in the history of one piece.
So when will the admirals be defeated? After wano imo. The events of reverie blatantly set up a conflict with Luffy and the marines as sabo, vivi, and Hancock are all endangered by the world government. You also have the SSG, which if the hype is real, will easily make the marines an overwhelming force post wano. Anyways, I'm just going to end this thread with my take on the matchups:

Dragon vs Garp
Law vs Sengoku
Bonney(and maybe nami) vs Tsuru
Zoro vs Kizaru

Franky vs Chaton(who is revealed to be a next gen pacifista)
