Yes all of Zoro's attacks are the same speed... His shishisonson is no faster than his slow charged up enma attack that dragon kaido dodged.

Luffy blitzed Doflamingo in G4, G4 has tremendous speed and mobility benefits over G2 which is faster than Zoro's standard movement speed, and now he has FS.
Luffy is faster than anyone else on the roof in general combat potential, Zoro can keep up with this in certain scenarios using fast quick draw techniques, Kaido can keep up with this using Raime Hakke (though not completely as Luffy can dodge this in base now).
Luffy has being sneak attacked all through this fight while the yonkos have knocked down everyone else in this chapter from their first serious attacks on them after having their agro 100% focused on Luffy before.

BM said to dodge, Kaido is visibly worried and then we have Kaido enraged at him and BM saying he understimated him. Also Zoro added that he missed. Pretty obvious Kaido dodged, is there even a need to debate it?
Zoro was very close to Kaido, adding the fact that the attack is not somthing tiny but something on the level of cutting an horn of Onigashima (so avery very big flying slash which went far as well) plus Kaido is not a tontatta as well but a huge dragon.
It is like to be in a room with a cannon and shot to an elephant which is 2 meters from you. Evidently, also adding BM and Kaido words/expressions, Kaido dodged the attack.

Like many have said,Oda had Kaido dodge this attack for a good reason,the attack was abnormally powerful and Kaido would have been probably scarred at the very least once again.
My guess for Why Oda had Zoro miss Kaido is;
1)creating build up for when Zoro eventually does fuck up Kaido as him doing it on his first try would've felt a bit cheap to the readers,so here we are already given foreshadowing through Bm's and Kaido's reactions to the attack and what it will eventually do when it lands.
2) I think Oda intends to end act 3 next chapter with the Emperors' counter attack(started by Big mom this chapter) and couldn't have done so easily with Kaido that much wounded just one chapter from the act end .

This is why BM even commented that kaido is underestimating them/him coz he didnt dodge as she told him
