That's because the giants didn't mention Scopper Gaban true name until the very end of the chapter
So Ussop was clueless of who are they talking about

Rayleigh being mentioned in history books because he is the right hand and vice captain of the Roger pirates ,the one crew that circumvented the world but they didn't know the third guy nor was he mentioned along Rayleigh in the history books? Does this seem normal?

Jinbei literally knew gaban, so did the crew but they didnt drop his name until the end of the chapter and mihawk has legendary battles so everyone knows him

This doesn't hold up, because even without the name, they would have heard of "a person who stood side by side with Rayleigh and Roger" just like they have heard of Rayleigh. Yet Usopp clearly didn't think there was anyone else besides Rayleigh and Roger.

What is this supposed to change exactly? Yes,Zeff knows who mihawk is. That doesn't mean he's as famous as shanks

By default, the fame is kept to a minimum.
Mihawk is the strongest character in the show.
Does a single soul in the world treats him like that? Nope.

We saw the same with King the Wildfire.
The fame is literally kept to a minimum, literally wearing a mask.
Hiding that he is a member of godly tribe that WG would pay 100mil just to obtain any info about.
You will see the same occur even to famous people like Venus.
