What editor said is that it made him cry..it could be he looks things in a different perspective from others...also, he never said reader going to have tear jerking moments ....so it is at best his personal view...now readers vary from demographic and could have different perspectives of "tear jerking" chapter means...either way "context" is important like you said...one line from spoilers won't give you the whole context and emotion

Now...we get Momo speech. People are gonna be angry. Momo ain't gonna make us cry with open the border speech. We wanted real tragedy so that I can end this stupid act and go to outside world.

People means people in WG which is small fraction of OP fandom, for us we stopped being emotional long back when people can meme about 8 year old kid dying so I don't expect them becoming emotional or anything even one of the main cast dies. Oh, it is fictional manga at the end. I can tell you this stupid act won't end until I believe next 10 or more chapters and on contrary, I ain't much interested or won't be disappointed when we go to outside world. But I would be damn curious how the outside world will shape up once this war ends...
