He has experience telling the world govt to shove it(which by the way, is exactly what Garp did by refusing admiral promotion), and most important of all, Smoker has experience chasing and cornering the Straw hats where as Coby cries whenever they are in the news paper and literally admires Luffy.

Smoker cannot be more experience if he and coby went into the NEW world apprehending criminals at the same time.

Coby was entrusted by the fleet admiral and world government just like garp to guide and protect ROYALS on their voyage to the holy land. Smoker was not.

Coby has experience telling an admiral to shove it lol. So I don't get your point..

All the points of the so called experience Smoker has coby also has lol.

Smoker has experience in failing to catch the strawhats. Don't know why you want to bring up a failure as an experience in a positive light lol

And Smoker has been fighting fodder pretimeskip. Infact the reason why he was called strong was because he stayed in an area that didn't have haki and thus couldn't fight him lol. .

Fighting fodder doesn't provide experience fighting stronger people something coby has also been doing hence why his rank is MARINE HQ captain unlike pretimeskip Smoker.
