They should be able to also perform a DNS Reverse lookup to find out whether or not a connection is VPN based basing themselves off the hostnames they find to see if it's related to a VPN provider or not or even since most VPN companies use static IP exit gateways they may be able to find from a list of known IP addresses.
Sometimes VPN connections correspond to locations that happen to be so far apart within a small amount of time the user is obviously using a VPN, unless they use a VPN that can better masquerade their activity without making it look too obvious using a static VPN for instance.
