It simply shows they will execute anyone who goes against them. Even CDs. Why would Ginny's husband by any different.
I already explained, for propaganda. It shall be deeply connected in the brain of CDs that every other human is dirty, is infectious. They want them to separate themselves from everyone else.
They don’t want the cds to live in fear of the Gorosei. Because this would simply create withstandings.

They in general already treat other humans as subhuman and slaves. They can easily throw anyone CDs or their relatives who don't follow their code. As I said execution system already exist and CDs in general know they are untouchable gods. That already exist. It makes more sense if they use sickness against characters they have trouble going up against directly like roger or WB. Both monsters got sick for example.

And why do you think it is existing? Because of this propaganda. If they simply drop it and they see „hey, suddenly nobody gets sick anymore around these below people, maybe things have changed“ and then everything between is the tyranny and the execution.

it is crucial for the Gorosei and Imu that the CDs keep up the propaganda, the separation, that hey want the separation and not act only from fear about getting executed.

And they do it for propaganda reasons. Like that, with mysterious sicknesses which only hit dangers for the CDs and the system, they imply it is a penalty of the gods, a penalty by nature. So the natural order is the CDs above the others, above the sick people, above the infections. With that, they can hold up the separation of the races.
Not sure about that, since the narrative never was that enemies of the WG for mysterious reasons get sick to broadcast it to the world. They just execute their own kind or cast them out if they happen to misbehave. I don't see how Ginny would've become a danger to them either if she and the respective Celestial Dragon happened to develop some kind of relationship, especially a one sided relationship. I also doubt that the CD developed some kind of intimate feelings to her, given she was cast out like trash once she was "useless".

But yes, good catch with the Sapphire, which could be a hint that Saturn might have infected her.

As for Roger, I do not believe that his sickness had anything to do with Saturn. Roger developed his disease 10 years after the God Valley incident. And after that, Crocus could keep him alive with meds for the rest of his voyage, and that sickness didn't seem to have any visual effect either. Also, we know you can break through DF hax with Haki. Law did it against Doc Q's disease without even having CoC and without having particularly powerful CoA, while Roger was basically the peak of Haki, especially CoC, which is willpower.

So I doubt, that Saturn somehow infected Roger without really encountering him (as Roger was busy chasing Xebec), with a disease that only got triggered 10 years later and Roger was unable to dispel it with his incredibly powerful Haki. While still giving him enough time to complete the voyage, sail to Laughtale and start the era of piracy.

Some disease mutates into killer disease as it grows over the years . Also I am pretty sure Saturn had other ways to infect through other means .

And why would Saturn use a disease that only triggers a decade later? And why against Roger only and not his and Xebec's crew, who all had big shots, like Rayleigh, Shiki and the future Yonko? And why couldn't Roger with peak Haki break through DF hax based disease, while Law with decent CoA (not even CoC) can break through Doc Q's Df based disease?

Saturn infecting Roger has basically zero implications. People just like the idea and try to argue for it.

Because Shanks was instructed , I think Saturn ordered Shanks to feed slow poison to Roger everyday .

What if it's not the Gorosei or Imu who are directly poisoning the people, at least in the case of "illegal love/children".

What if instead, every marriage between a Celestial Dragon and a non-Celestial Dragon involves a "blue sapphire ring" that is always cursed by Saturn? When a marriage occurs, you have to wear a ring as a sign of your marriage and maybe the ring is a "blue sapphire ring" that is cursed. Wouldn't this be very fitting for Saturn?

In the case you don't feel love or don't have children with your non-Celestial slave, no disease is contracted.

However, if you feel love or have a child, the curse on the ring makes you develop an incurable illness: sapphire scale.

Wouldn't this be fitting?

Maybe that's what also happened in the case of Law.

Maybe Roger himself was conceived from an illegal marriage and years later in his life, he developed one of these diseases.
