It's going to be like the n'th time I have explained it to people.
World strongest titles are not given, People acquire it through recognition and what's infront of them.
Everyone counts, Admiral, Yonkou, Warlords, all the wild cards royals.
Those who don't count are Imu, even dragon didn't know of him, Gorosei, Holyknight and Loki, fruit was a mystery to most espexially general public and marines. Even Imu didn't know lol.
Kaidou, Mihawk and Whitebeard are already stronger than Gorosei and Holyknights. Only exception is Imu lol.
World strongest titles, Look at it from one piece regular character perspective not from a reader perspective lmao. We know like 1000 times better shit than they do.
If you remove, WG (Imu, Gorosei and HK) who does their bidding kost of the time through CP0 or Admirals (Marines). Simply don't count people don't know shit about them.
But what they do know about them is, Admirals, Yonkou and warlords.
In short in their Prime,
- Kaidou (was stronger than all the admirals, Yonkou and Warlords).
- Mihawk (was stronger than all the admirals, Yonkou and Warlords).
- Whitebeard (was stronger than all the admirals, Yonkou and Warlords).
It's as simple as that.
And all the Kaidou, Mihawk, Primebeard enjoyer will always win by default because Imu is an anomality who will never be counted lol.
This is the first time Imu has descended down, Gorosei barely make their cameo. HK are onviously weaker than those 3.
So no matter what we will always win lmao.
Nobody is fighting Kaidou, Mihawk, Primebears > Imu.

All the Loki/Imu wankers Directly compares their feats to Kaidou, Mihawk and Primebeard. That should be enough evidence on how their own psych places them.

The title is first mentioned as "Ichi no Dai Kengou", not "Saikyo".
Later on they spread that "Saikyo" nonsense even though there is only 1 same title, not 2 different titles, and VIZ even translated "Saikyo" WGS to prevent any confusions because it's the same 1 title. Both Anime sub and Anime dub also translated "Saikyo" WGS.
The same title is also called "Dai Kengou" later on in the manga as well:

We know about imu he appeared before some year's and we don't know nothing about mihawk and dragon they appeared from day one. One piece is weird series. Who won mihawk to be the best? Looks like all characters existing right now nobody fought with him. Wtf... Maybe is just a random noob he found a top grade sword. Or maybe somehow connected with imu. But after gunko eye powers maybe mihawk have some weird nerd eye powers too. Possible he is the only one character in the one piece universe have high rank skills without did nothing rofl titles in one piece they change every month. They are not trusted.

there is no difference between this and other titles,if you think this one is bogus so are the rest.
The tittles,being Mihawk's,Kaido's or WB's don't involve a hidden pressence that is unknown to the world. A single being being king of the world doesn't exists in the annals of this universe.
The only reason are butthurt over this one is because it limits the power level of the red-headed swordmaster that happens to be an Emperor.

- Loki born as Ancient Giant, already stronger durablity/Strength than 99% of thr top tiers unless they use haki. Special eyes, DF which would only work for him, comes with an extra Mythical zoan. Again an anomly.
Blaxkbeard is the only who fits the bill here as another anomly., Luffy is using just one fruit and his base Haki, but his fruit being a special god fruit will make him another anomly, his fruit is the anomly here.
