Sabo and Dragon while trying to free the world arent desiring it as much as the one who repeats it countless times - wanna be PK(free).
I dont ignore it being a DF but Sun God couldnt be summoned since Void Century - nobody pulled Awakening since then.
The folks strongly desired freedom even in a desperate moment like that is probably what made the difference.

Sorry but Luffy has nothing to do with freedom plot for himself. He brings freedom to others. As he said himself in Udon he was always free.

That statement about Nika is headcannon. We don't know if it had any other user during this time. We don't know if someone awakened so far from Zunesha that it didn't heard the sound.

Luffy also said his meaning of PK was to be the freest man in the world. Which means it only fits himself while Nika fits to make others free which he does but not as much as revos.
Does Dragon/Sabo ever talked to have that desire to overthrow Celestial Dragons? I can't remember that. Don't remember them talking about justice.

Now that I'm thinking about it. If Zoro was around the same strength than Kaku that had a Doriki over 2k. Let's Zoro had Doriki of 2k since he needed a power up but he one-shotted Kaku with that power up. That means his Doriki tripled(triple head, arms, legs) to around 6k while Lucci and Luffy were still around 4k.

What a disgrace of Zoro fan I was being.

Nah, Kaku's and Zoro's Doriki were way above 2k.
Doriki numbers are very inaccurate and only measured CP9 in human forms.
Their Doriki is higher in hybrids since it measures physical power.
Kaku's Bigan(Nose Cannon) is the highest Doriki produced of any CP9 members.
And Zoro's Gorilla Arms overpowered that. We have no clue how high those Doriki numbers actually were.
And in Asura that triples it all, the number just went into a stratosphere...
We were all casuals at some point.

Luffy base vs Lucci base, Lucci won easily, even with the incredible advantage that Luffy gave being rubber against most of the blows he received from Lucci in base form. So we can say that Lucci's 4000 base dourikis were much higher than Luffy's base dourikis, in addition to the fact that he is in base form if he has advantages from his fruit, in blows and in defense as it is made of rubber. Later, the two used their fruits, and since Luffy's is one of the most powerful in the manga, using the little meritorious power of the nika nika, he surpassed Lucci in hybrid form.
Even with Lucci having the disadvantage in the non-slashing blows he threw at Luffy.
Zoro on the other hand, against a weaker opponent, the enemy did need to use his fruit from the beginning, since in his base form he could not in any way against Zoro.
In addition, Luffy throughout the fight against Lucci, constantly used his new PU to even the fight and was exhausted. Zoro, however, as soon as he used his new PU (the equivalent of g2 and g3) ended up winning the fight and could continue fighting

Tbh though Luffy also wants to be the strongest in a sense:
So strong that there is nothing he can't protect.
So strong that there is nothing he can't protect.
However, that doesnt change the fact that Luffy is Fame while Zoro is Power.
Nobody will be more famous than Luffy and nobody will be stronger than Zoro.
