That's exactly why the vegapunk lore scenes are kinda wasted as opportunity. He talked about that topic but sticked to devil fruits. Would've been nice if he had dropped at least one vague sentence about swords/objects as well as the mentioned manifestation.

MF Luffy was badly injured + tired + weakened and just lost a bunch of life to Kuma, which explains it, and yup, still pre TS Luffy, mean whilst fresh clean Fraudhawk couldn't do crap to Crocodile. Worlds strongest black blade couldn't break crocodiles hook which pre TS Luffy could
