The reason he randomly showed up with 3.9b without doing anything is because of what kuzan did in wci and confirmed by law df hunting increased their bounties
Basically the crew boosted bb's bounty

In 956 he says he goes for the "reward" aka boa s fruit
In 957 his bounty shows again 2b
So yeah he didnt do shit
But u know what bb crew did? Hunted dfs and aokiji infiltrated wci

Aokiji boosted Teach from 2,2 bi to 3,9 bi therefore 1,7 bi boost.

Mihawk boosted Buggy from 15 MI to 3,1 BI therefore 3,1 bi boost.

Which means that Mihawk is responsible for 99% of Buggy's bounty.

Which means that Mihawk's true bounty is his own 3,6 bi + Buggy's 3,1 bi.

Therefore Mihawks's TRUE bounty is 6,7 bi with him not being the captain of Cross Guild. Imagine Mihawk as a captain of his own crew... His bounty would easily be over 9 bi.
