Garbage?
We had 2/3 pages to close the chapter, Oda used those to properly describe the current situation on the rooftop:
SNs are shoulders to the wall. They have more wounds/blood/bruises so they've kept fighting but Kaido & Linlin are getting the upper hand. Luffy keeps charging while the others are thinking to a new tactic, they gotta come up with something cause are slowly getting overwhelmed. They'll split/remove one (waiting for the official translation).
Oda can't just focus on the rooftop the entire time, a lot of subplots are happening under the dome and he has to keep those on pace too. Especially since most of these plots need to be closed before the rooftop battle end.
To be honest I didn't even expect to get the rooftop this soon so 'rejoyce' for me I guess...

I don't think the entire rooftop is garbage. I like their early battle. Other than being disappointed in Kid's performance it was a good battle.
The problem I currently have with the rooftop battle is the manga shouldn't have offscreen Kaido fighting in hybrid mode with Big Mom fight. The fact Kaido is in hybrid mode and Big Mom switched up her fighting style shows us they are taking the battle more serious than they did before. I was looking forward to that and it would have been nice to have seen the onslaught. It would have given the Yonko some much needed feats and made them look powerful.
But because it didn't happen nobody can actually say what happened on the rooftop. I mean other than the obvious. Which was, big mom switched up her fighting style, they've hit Kaido several times that really didn't do much, and they took a beating from the Yonko. We can't say how badly they were beat or how much power or effort the Yonko used.
Offscreening the battle would have worked out better if they were facing base Kaido.

Because Oda doesn't want to show too much before the under the rooftop actions is over.
Once it is, Kaido will start flexing and Law and Killer will be goners very fast, Kidd will have 1 chapter to hype him up and then he will be a goner too the next chapter.
And finally it will become the straw hats show again and the fight will take another turn, nice moves from both sides, nice actions, powerful attacks. we just have to wait until the non relevant SN get wrecked.
