That's completely dependent on the state, federal and international laws in place. It could be completely legal to do so if a crime was committed.

Like I said I'm not 100% sure about it but it doesn't make sense since one of the principles of having a State is to don't allow people get revenge as they please so the individual may have a fair justice.

Not if done correctly. In order to retrieve an IP address from some Internet Service Providers (ISP) you will need to subpoena, warrant, or court order the company for information.

I'm sure Shueisha's lawyers covered all their bases when accessing those people's info to avoid a lawsuit

Getting info is not the big deal here (in my opinion) but exposing it like it was said they are claiming to do.

If they released the information to the authorities there's no suing. They didn't have a choice about it.
