i don't think so the germa are clearly not a celestial dragon.
in my opinion, only the kings of kingdom across the grand line participated in the battle against ancient kingdom, others like the royals of the four seas i.e the germa was left out

As far as i know, only the nefertari stayed behind. All the others went to mariejois.
Then, the donquixotes left in recent times.
No mentions from any other family staying outside of mariejois or leaving.

- Sanji's flames will melted snow island
- Diable Jambe is retconned Adv CoC

These to get confirmed and I can finally go on vacation for retired Sanji wank.

Don't worry. I have this weird jinx of whether what I said, it became true. For example, Sanji vs King and Queen and Sanji's IJ being blue.
