I wouldn't expect the two duos to be the same. Their purpose in the story isn't exactly the same so the way they're presented isn't always the same either.
Luffy and Zoro is the relationship between the captain of the ship and the person closest to him. Zoro's the guy Luffy can depend on most and the one he has the greatest trust in (he even tells Viola something close to, Zoro can handle anything, I'm paraphrasing of course). Strength-wise, Zoro will always be closer to Luffy than Sanji is to Luffy as the dude's the person closest to the captain and that's one of the reasons Zoro was on the roof aiding Luffy and Sanji wasn't.
Zoro and Sanji is the relationship between two individuals on the crew, the wings, that, despite their personal differences, are both integral to Luffy reaching his dreams and respect each other to an extent.
Even now, the rest of the crew (and members of the alliance) that are nearby are ensuring no one disrupts their fight as it's a representation of which duo is more capable of aiding their captain. The way I see it, they're being paired together as they're the ones Oda feels best show the crew's capacity to make Luffy the Pirate King hence it's Zoro and Sanji that are up against the strongest Calamities. We even have them shouting that once this fight is over, Luffy will be closer to being Pirate King and everyone else (as in the crew and Hyogoro) instantly know that their time is best spent ensuring the duo have less distractions as that's the most meaningful way they can contribute to what's going on, on the Live Floor.
Personally, I think both duos have been significant (I'm not really arguing which is more important) and will remain that way in their own ways. They don't have to be the same and in regards to fans remembering them, that's pretty subjective as different people find interest in different aspects of the story.
