Luffy is at least in par with a Yonkou 1st mate.
Who did he fight to reach such a level ?
Dofflamingo, then Cracker, then Big Mom army, ( then a clash with Big Mom ) then Katakuri, ( then a clash with Kaidou ), then a clash with Big Mom a training in Udon jail. Intenses Fight.

Who Sanji fighted justifying reaching the level of the 2nd mate of a Yonkou ?

He fighted Vergo, then clashed with Dofflamingo, SheepHead, ( Bege), ( Luffy ), Jajji, Yonji, Niji, fighted Oven, Daifuku, Big Mom army, and Page One.

A lot of guys but In all those guys, who is on a Cracker, or Jack or Jozu level ?
Until now we can justify a Yonkou 4th mate level, speculate on a Yonkou 3rd mate level but anything above seems Weird.
