Yes. There is a section of the fandom that believes all 5 Gorosei are all individually stronger than Pirate King Roger

I have no doubt in my mind that this is the case. Roger's a goddamn bum that dealt with less obstacles than Luffy throughout his travels. Put any top tiers you want in the Gorosenseis' places, and they would all look just as incompetent for the simple fact that Oda won't allow a single Straw Hat to be killed, or even maimed.
