It's an attack just like growing your arm tens times bigger = Gear 3.
Gear 3 is an attack technique. It doesn't make Luffy's defense or his speed stronger. It just makes his attack stronger.
Gear 4 is a mode. It increases almost everything about Luffy, attack, defense, speed etc.

2. Upgrading everything isn't the only thing a mode can do. Sanji dj is a mode and all it does is make him faster and adds fire to his attacks. So by your definition of a mode needing to increase everything sanji doesn't have 1 apparently.
3. Clown? Really now ok. You didn't show where it's not a mode you just claimed it was a attack and made zoro luffy. Still not explaining how growing arms and heads are a attack.
4. Hatchi was born with 6 arms and zoro was born with 2. Also zoro grows heads as well but just forget that huh? Zoro growing extra arms and heads makes him stronger aka a mode. If zoro naturally had 3 heads and 6 arms it wouldn't be a mode just like hatchi having 6 arms but since he grows them to get stronger its a mode.
Oda always saves big power ups for big fights. Zoro and Sanji really haven’t had any of the latter since entering the New World, so hopefully they do in Wano and they can get the former as a result. Raid Suit and Enma are simply upgraded tools, an improved means to an end, and I think they’ll be used to finally and properly demonstrate how the wielders’ skills have increased over and since the timeskip.
I think it’s a little presumptuous to say they’ve showed everything at this point when Oda could still be setting us up for big leaps with them...to do that, they need the right equipment first, so he’s giving it to them before raising our expectations of their powers. I’ll allow that it’s taken WAY too long - literally a decade since the return to Sabaody - to get them even this far, but that’s a pacing problem more than one of character development.

Ashura Is still a mistery, but it is clearly a mode you can see him in that form for a bit even after He landed the attack on the pacifista back at Sabaody, he lasted for a bit but that was probably due to the fact that hadn't mastered it and due to his physical condition.

Oda giving PUs before or mid fight or after the fight for next round, means the character has reached limits.
Ashura wouldn't help Zoro beat commanders without A New powerful sword.
Same way DJ/BM can't beat commanders without Sanji receiving PU
