But bounties are assigned by the World based on public perception of the individual, based on how WG wants the world to see the individual. Hence why Kobra and Vivi had no bounty despite Imu wanting their asses dead.
So when assigning bounties we have to look at reasoning for bounties
Shanks reasons were
-Been a Yonko for 6 Years
-Most balanced Yonko Crew
-Very strong and famous commanders
-Being a leader of Red Hair Pirates
-Very famous commanders
Sure strength would play a factor but the strength portrayal is not in same class as Mihawk where his reason for 3.6 Bounty is simply because of how strong he is.
