The biggest failure well this is definitely Oda part
Zoro only strong with good sword. His upgrade mostly replacing a bad sword to a good sword. Legendary sword not only has good material but also good master.
Yubashiri which practically a new sword was destroyed. Zoro should supposed to take a new sword and make that sword legendary instead inherited an already legendary sword. He needs to create his own legend. This is definitely Oda failures to understand a journey of a legendary swordsman

It is not a failure. It is just Oda used Chineseinconography concerning sword rather than Japanese’s.
In Japanese’s mythos even tho there are legendary swordsmiths (Muramasa, Masamune, etc...), it is the swordsman that made the sword famous. So a sword becomes legendary thanks to what the swordsman does with it.
In Chinese’s mythos the swords are lengendaries by themselves (especially because they have they own super power). Anyone who can wield the sword will gain a power up but the stronger the swordsman the easier he can use the sword at full potential.
Funnily enough Enma is bit of both.

Since all people talk is Zoros Fails, But IMO Zoro only failed when he was nerfed while Sanjis fails are when he was getting Ls in fights, useless and didnt do nothing, like recently in wano when nami scolded sanji for not doing his duty but just selling soba to girls.
