Versus Battle Tobirama vs Kyuubi

Tobirama from statements seems like the type of character that should be towards the top. He's a ninjutusu inventor, water style specialist, 2nd Hokage, Forbidden Jutsus, etc But feat wise he doesn't have much to show for it.
Everyone can use his jutsus better than him. Multi-shadow Clones, Edo Tensei, and Flying Raijin, are all used way better and as a SIGNATURE jutsu by his descendants. Granted thats not exactly an anti-feat but it doesnt help him being in the top ranks. And yet Hashirama is still the best Wood style user by far despite people literally using his cells to copy his jutsu. (Juubi Jinchuriki Madara excluded but Madara included).
As said by others his jutsu arsenal also doesn't have anything that can really stop or defend himself from any Bijuu. He doesn't really beat anyone note worthy. Not even gonna bring up Ginkaku and Kinkaku even though I believe its misunderstood by most people. He is definitely on the lower half of the Hokage ranks.

It's crazy how people can't read the manga properly when it comes to Tobirama bro.
Manga will write: "they ambushed the 2nd hokage and raikage in a series of surprise attacks"
Anti-Tobirama squad will read: "In a 2vs2 Kinkaku and Ginkaku put Tobirama at deaths door."
Manga will write: The Kinkaku force made of 20 elite jounin+ level ninja, two of em being the duo themselves... took down the 2nd Hokage (nobody knows if Tobirama managed to kill them before dying or not).
Anti- Tobirama squad will read: "He lost to the kinkaku and ginkaku bros."
I've never seen people miscategorizing what happened in Naruto-verse historical events until it came to Tobirama.

Okay here's the thing though, 20+ "elite" Jonin is white noise to the top tiers in the verse. I actually like Tobirama as a character a lot, and I wish we saw him do more, but like I said, he is simply not in the top 10, 20, possibly not even 25. There are a good amount of characters in Shippuden, and even in Part One, that would turn 20 Jonin into dirt easily. And even among those characters I'd say they'd have a tough time against Kurama.
Even if we acknowledge that the Kinkaku force was decently powerful as a group and Tobirama didn't even have enough chakra to simply Flying Raijin out of that mess and say that situation was impossible, he has dick for showings otherwise. He is heavily overshadowed in terms of power feats and its a no brainer that he's not Bijuu level.
If we say yes, he did kill the entire Kinaku force, then it still wouldn't make him Bijuu level, because THEY are not Bijuu level. The Kinkaku bros likely get a Kid Naruto 4 tails level amp in their chakra cloaks.
If we say no, he probably got a couple dudes and died on the spot, then he's even lower.
To answer OP's question differently, the strongest Bijuu Tobirama could take down solo is maybe the 3 Tails.
