I don't think Zoro is "weaker" than his opponents when he fought them (Mr. 1, Kaku, Pica, King). Zoro only struggled with their gimmicks. The moment Zoro figured out how to counter them, Zoro won the fight. Like I could argue that Rooftop Zoro without Adv CoC can beat King, it's just that it's gonna take a while and more effort to do so. Hence why I put Zoro > Shiryu for now.

Mr1 didnt have gimmick that Zoro could figure out and win. He needed a haki power-up to affect him whatsoever.
Everything about Kaku was beatable except the Yontoryu onslaught in the final moments of the fight, Santoryu couldnt stop it.

Zoro could barely damage Mr. 1 hence he needed "Breath of All Things" power-up to beat him. Same for Kaku. Zoro would still beat Kaku but Asura makes quick work.

He couldn't scratch Daz without haki.
Zoro couldnt stop Yontoryu, Kyutoryu was necessary. Outside of Yontoryu, yes, he could have beaten him.

Anyone he has to fight as his major battle since Wano. Everything forwards and Wano included is end game level. In this case he means Shiryu.

Unless Shiryu shows CoC infused Swordsmanship, i honestly think Zoro would be the stronger one.
Against other Top Tiers, i honestly think Zoro would perform much better than Shiryu if all Shiryu has going for him is some hide & seek shenanigans with Suke Suke no mi.
