Why does the king of the underworld being heavily underestimated ? he would at least slaughter boa and the other 2 have nothing to suggest that they are stronger than him .

The Buster Call at Enies Lobby was really stupid and anticlimatic despite being dreaded so much by Robin and presented as the stuff of nightmares, first from Spandam calling it by accident out of stupidity, then by the marines blindly destroying one of the symbols of the World Government without having established real targets and tried to locate the Straw Hats and their allies first and to specifically target them, and then the Buster Call doing no casualties outside of marines thanks to the Straw Hats and their allies surviving though ass pulls. The only positive thing about this BC was that Strawberry chose to evacuate the marines and personnel present on the island before the bombardment.
