Luffy is Admiral level... Oda just does the classic Dragon Ball, base form -> SSJ -> SSJ2 -> 3 -> God -> Blue -> Fake UI -> UI bullshit.

It's literally just creating fake tension by hiding MC's true power. Even against Kaido and Big Mom, he still doesn't use KKG, because he wants Luffy to appear like an underdog. Oda himself stated it's no fun if the main character is too strong. Even when he gets too strong, he has to APPEAR weaker.

Shichibukai were, personality wise, far more interesting antagonists than Big mom and Kaidou.
