All these comparisons are meant to be intended in a loose sense, they're not as strict as One Piece fandom want them to be.
And I am not referring to this case only.
Nevertheless, it's still a great hype for Gaban, who on top of that is going to embarass Luffy in the next chapter.

Viz puts in what they think is the best translation for the global audience. It's not always the most accurate but they have little reason to be biased. With that being said, I don't see anything wrong with the translation given. It makes sense given the context. The equal to Roger and Rayleigh thing from others is kinda BS. Ofcourse, Rayleigh being equal is Roger is nonsense too.

One Piece fandom is simply braindead for the most part (but that's not a problem, it's the fun and best part of it).
What was written in the chapter is pretty clear: Gaban was the Left hand of the Pirate King, the 3° strongest whose power was comparable to Rayleigh, and the Monster Trio Roger, Rayleigh and Gaban was clearly stronger and separated from the rest of the PK crew.
The Roger = Rayleigh = Gaban take was no sense from the start, pushed by 2 types of fandom (3 if we consider the Admiral agenda but that's less important right now):
- the braindead part of Sanji fandom
but mostly by
- Sword bros who are trying to shift the focus from the massive L they took -> they claimed for 15 years that the gap between Zoro and Sanji was tremendous, but this chapter (and they are shitting their pants about next chapter too) just proved that Rayleigh and Gaban were comparable, pretty close to each others with Rayleigh obviously above.
It's
1) Gol D. Roger
2) Silvers Rayleigh
3) Scopper Gaban

then the rest of the crew, just like Eos Luffy, Zoro and Sanji.

While fandoms are at each other's throats, the Viz didn't change anything, this is not anti-Sanji. It means the same thing.
People are simply focused on single words such as "equal" and got their microscopes ready to look for it while they are missing a whole finger in front of their noses...

Read the above as a single paragraph, instead of bisecting it. It reveals two more powerhouses aside from Roger and lists Rayleigh and Gaban. There is no purpose in the word "equal" here because that is not the point here, it was simply to list those other 2 monsters.

The equal part comes in the last page when it says:

We all know what shoulder to shoulder means here, don't let agendas drop your IQ.
