Don't take skin colours seriously in the volume covers, Oda usually goes with the same skin colour for all characters. This doesn't make every character in one piece the same skin tone.

I actually called this happening.

Compare him to Zoro here, he's clearly dark skinned.

Zoro's always been a darker skin tone than Luffy or Sanji.
