IMU will have two or three super soldiers that are far stronger than the gorosei and will be defeated in team fights , the gorosei alone would be underwhelming as final enemies, dragon , sabo , law , kid , fujitora ,akainu , Coby ,elbaf's strongest giant are all toptiers so who would fight them? the gorosei and garling aren't enough , now the big question is who will fight Luffy and the future toptier M3? so we need two really strong super vilains who will be fought two on one or three on one by toptiers they will be extreme diff fights with a lot of mid fight power ups and plot convenience
Old Lakainu always been a loyal Red ''Dog'' who hated the Government's enemies for years, unlike the clowns believes, Lakainu doesn't hate Pirates. Since he was the one wanting Warlord Pirates to still exist against Fujitora, Red dog also killed civilians and children on Ohara for the Government.
Then also kills a Marine soldier who was begging for his family.
Now the clowns are saying he will do a 180 turn and go up against the Government after all the things he has done
If Lizaru finally go up against the Government, then there is a little chance Lakainu finally will stop being a bitch of Celestials as well.
Oda chose Momotaro Trio; Dog - Monkey - Pheasant as original Admiral trio.
Pheasant already turned against the Government.
Maybe Monkey and ''Dog'' will do the same?
Either way Red Dog still will be someone's dog again, you can't change his dog nature, he will need another master.

akainu killed a deserter in old armies thats what they did to deserters the marine running away would disgrace his family.
akainu hated pirates first and foremost he didnt mind keeping the privateers around because he saw it as a necessary evil and keeping them around would be less of a hassle

@Lee Ba Shou proposed a great theory regarding Sakazuki specifically, and not his persona as the red dog of the government, a literal demon to pirates, someone who has very deep hatred for outlaws of any kind. Sakazuki thinks of himself as good, that's what separates him from pirate thugs. He seems himself as a great protector of the peace, someone who delivers absolute justice to the world. He thinks so highly of his justice that he is ready to confront all 5 Gorosei and mock them directly, even going so far to give them an order. It would be an interesting turn of events for his character

In this scenario he recognizes the upper echelon as a threat to his justice. But yeah, I agree, thinking he’s getting total “redemption” in the sense that he forgives pirates is peak stupidity, though I can see him do it temporarily just like Smoker, albeit more aggressively.
