They're very different mechanisms. Roger and Garp were damaging Xebec, like pre-ACoC Luffy was damaging Kaido. He was bruising him up, making him bleed, knocking him around, but it just wasn't enough to beat him.

Warcury was not about that. It was more of a "stinging" sensation. Roger and Garp were never complaining about a stinging.
