Not if you're Top tier strong.
Luffy was around YC1 level only in that state.
Current one might pull that off.
That’s something that Oda should state because it looks like bad writing.

There’s only one seastone on his foot right? Loki’s a big af dude, maybe the effects are weaker on him. CoO could also be the only haki that can function while cuffed. We haven’t seen him use armament iirc. This makes sense to me as a nerf, CoO is basically useless anyways when you’re weakened and cuffed. Oda can just say that CoO takes the least amount of strain to use.

From what I understand, if you are a DF user, seastone will make you very weak physically and also will effect your ability to use Haki if you are not strong enough. If your body and mind are strong enough, you probably can use it, hence why Loki was able to do so. If you can get used to living with seastone, I think you can use Haki too. Probably to weaker extent compared to when you are not bound with seastone but still use it.

Seastone doesn’t stop you from using haki. Look at how useless and indecisive the Calamities were in front of chained BM, literally feeding her sweets just to appease her



We know her natural external dura comes from haki-based defenses

Chapter 935 is when Luffy complained about not being able to use Haki, and Chapter 936 is when Luffy's Sea Prism Stone cuffs were removed. After that, Luffy was able to freely use Haki and learned ACOA. The collar remained on, but it wasn't made out of Sea Stone.

There is another power that could explain how Loki can see with bandaged eyes, and that's the Voice of All Things. And actually, that might fit his character better, given his friendship with the Elbaph animals. And as far as we know, I don't think VOAT is affected by Seastone.

I don't know. It could be a little bit of both, at least.

I don't know. It could be a little bit of both, at least.
I attribute VOT to haki but I could be wrong
